Overview of Newfoundland and Labrador Provincial Nominee Program (NLPNP)

There are five streams under NLPNP:

  1. Express Entry Skilled Worker: This stream is for skilled individuals whose profile is in federal Express Entry pool and they have valid job offer in Newfoundland and Labrador.
  2. Skilled Worker stream: This stream is for skilled individuals with a guaranteed offer of employment or are already working in Newfoundland and Labrador.
  3. International Graduate Category: This stream is for international graduates with a post-graduation work permit and a valid job offer from a Newfoundland and Labrador employer.
  4. International Entrepreneur Category: This stream is for experienced business owners looking to invest in a new or existing business and live permanently in Newfoundland and Labrador to run it.
  5. International Graduate Entrepreneur: This stream is for graduates of the Memorial University of Newfoundland or the College of the North Atlantic, who have already established a new business or invested in an existing one in Newfoundland and Labrador.

How to qualify for a Newfoundland and Labrador PNP

Express Entry Skilled Worker Category

This category is for applicants who:

  • Have an Express Entry profile.
  • Have a valid job offer from an eligible Newfoundland & Labrador employer for a minimum two years.
  • The salary and benefits offered must meet provincial standards and prevailing wage rates.
  • Has a minimum 67 points out of 100 on the PNP point assessment grid.
  • Must have an IRCC Work Permit with minimum 4 months validity remaining at the time of application or be entitled to apply for one.
  • Hold a Canadian post-secondary degree or diploma, or a foreign qualification with an approved Educational Credential Assessment.
  • Willing to settle and work permanently in Newfoundland and Labrador.
  • Have sufficient settlement funds and/or financial resources to support yourself and your family for the first few months.

Skilled Worker Category

This category is for those who have a valid job offer from a Newfoundland and Labrador employer, or are already working in the province on a valid Work Permit.

To be eligible under this program, you must:

  • Have a full-time valid job offer from an NL employer.
  • Have a valid Work Permit or be entitled to apply for one.
  • Have relevant qualification, training, skills, and/or accreditation required to do the job.
  • Willing to work and settle permanently in Newfoundland and Labrador province.
  • Proof of funds and financial resources to successfully establish yourself and any dependents in the province.
  • Demonstrate sufficient English or French language capability.

International Graduate Category

This category is for international graduates with a Post-Graduate Work Permit and a job or a valid job offer from an NL employer.

To be eligible under this category, the applicant must:

  • Have a PGWP with at least 4 months of validity remaining.
  • Doing a full-time job or have a valid job offer from an eligible employer in NOC 0, A or B, or in an NOC C occupation listed on the In-Demand Occupation list with a guarantee of minimum 30 hours per week for at least one year in duration with a possibility of extension.
  • Have a job offer that is either:
    • Directly related to the applicant’s skillset acquired after studying outside of Newfoundland & Labrador. Please note, out-of-province graduates must work for at least one year in the province before applying.
    • Not directly related to the applicant’s field of study but the applicant is a graduate of Memorial University or College of the North Atlantic and meets the following criteria:
      • Hold a post-secondary degree or diploma.
      • Has a combination of skill, experience and/or training in the last 5 years in a particular field.
  • Be 21 to 59-years-old.
  • Intend to work and settle permanently in Newfoundland & Labrador.
  • Have sufficient settlement funds.
  • Have language proficiency required for NOC C, In-Demand occupations.
    Please note, if the applicant has a stake in a business in which they are employed, it cannot exceed 10 percent.


International Graduate Entrepreneur Category

This stream is aimed at graduates of Memorial University or College of the North Atlantic who are already running or bought a local business.

To be eligible under this category, the applicant must:

  • Be at least 21 years of age.
  • Submit a business plan with verified supporting financial documents.
  • Have a minimum of two years of full-time degree or diploma from Memorial University or College of the North Atlantic in the last two years from submission of the Expression of Interest.
  • Have a valid Post-Graduate Work Permit.
  • Willing to work and live permanently in the province while actively managing the business that provides a significant economic boost to the province.
  • Own at least 33.3 percent of the business.
  • Minimum one year’s continuous experience in managing and owning the current business.
  • Create a minimum one full-time job for Canadian citizens or permanent residents.
  • Proof that the business is a for-profit entity.
  • Minimum Canadian Language Benchmark level 7 in speaking, listening, reading and writing in English or French;
  • Complete an online Expression of Interest.
  • Receive an Invitation to Apply from the Newfoundland & Labrador Office of Immigration and Multiculturalism.

International Entrepreneur Category

This category is for senior business managers or experienced business owners who wish to permanently reside in Newfoundland and Labrador.

To be eligible under this category, the applicant must:

  • Age between 21 to 59 years.
  • Submit a business plan with verified supporting financial documents.
  • Minimum of Canadian high school diploma or equivalent.
  • Willing to live and actively manage a business of considerable scale in Newfoundland & Labrador.
  • Minimum CAD 600,000 in net business and personal assets that can readily be transferred to Canada.
  • Willing to invest minimum CAD 200,000 to establish a business and have minimum ownership of 33.3 percent.
  • Your business should create at least one full-time job for Canadian citizens or permanent residents.
  • Demonstrate the business is a for-profit entity.
  • Minimum two years of experience actively managing and owning a business in the last five years or 5 or more years of experience in a business management role in the last 10 years.
  • CLB level 5 in speaking, listening, reading and writing in English or French.
  • Complete an online Expression of Interest (EOI).
  • Receive an Invitation to Apply from the Newfoundland & Labrador Office of Immigration and Multiculturalism.
